Biography: Nygina T. Mills has extensive knowledge and hands on experience in commercial and federal government contracts, and helping businesses successfully source money from the private and public sectors, while meeting all legal and regulatory requirements. Ms. Mills has helped guide clients through the legal process involved in effectively tapping into these markets, including the $500 billion federal government contracting sector. Having practiced law with large, international law firms and the federal government, Ms. Mills has served clients throughout the world on a wide range of corporate and government transactions. She has extensive experience advising businesses on all legal matters involving their daily operation and growth, including commercial contracts, corporate securities offerings and M&A matters. Ms. Mills began her career with Crowell & Moring, LLP, an international law firm known for its expertise in federal government contracting and sophisticated corporate and litigation matters. She then practiced law with several internationally-known law firms, including Paul Hastings Janofsky & Walker, LLP, as a corporate and securities attorney. In these roles, Ms. Mills represented several Fortune 500 and major Wall Street clients in a full range of corporate legal matters, including initial public offerings, mergers and acquisitions, private placements and commercial litigation. Ms. Mills then served as a trial attorney in the United States Departments of Defense and Transportation in Washington, D.C. There she gained inside exposure to the internal process of acquisition management and government contracting. She has in-depth understanding of the legal issues involved in assisting federal contractors in complying with the legal mandates, business sytems and security clearances needed for access to federal government contracts. Ms. Mills can provide specialized legal guidance to federal contractors in the following areas: Compliance Counsel: Assisting companies interested in bidding, as well as becoming certified to bid, on government contracts. Providing seminars, manuals, and standard legal advice to clients to help them meet compliance mandates ranging from basic security and bonding requirements to more complicated labor, employment, and environmental standards. Auditing companies’ internal government contracts programs and supply chain processes on-site to ensure compliance with GSA or Department of Defense regulations. Government Contracts and Intellectual Property: Government Contracts and Intellectual Property: Providing guidance to contractors in protecting their rights and interests in intellectual property such as software and technical data when a government entity is involved in the procurement of goods or services, and a commercial business is involved as the provider of goods or services as either a prime or subcontractor. Government Contract Litigation, Claims and Bid Protests: Challenging or upholding contract awards before Federal agency tribunals, Boards of Contract Appeals, the U.S. Court of Federal Claims, at the Government Accountability Office, and at the appellate level at the U.S. Court of Appeals of the Federal Circuit. Government Contract Litigation Defense of Qui Tam, Fraud, Debarment & Suspension, and Personnel Security Clearance Challenges: Representing defendants in qui tam lawsuits, suspension and debarment proceedings, negotiations with the Department of Justice prosecutors concerning allegations of fraud, and other legal disputes arising from the procurement or performance of government contracts. Representing companies and their employees in challenging the revocation of their security clearances for access to classified federal government information.
